Along with changing the water pump and impeller on a regular basis, sometimes the timing on the motor needs to be adjusted too. The timing is set by adjusting the link rods inside the engine. Setting the timing on the Johnson outboard should take around an hour.

You are only concerned about the lower screw at idle. The upper screw is only the WOT stop for the carbs. Your idle should be about 1000-1200 rpm on muffs.
