Kawasaki engine surges at full throttle.

I have a Kawasaki FH 601V HS06 engine that will idle but dies under full throttle while putting out black smoke. It seems to me that the engine is loading up with gas. I cannot find any adjustment externally, but on the parts diagram I see that both needles are hidden under expansion plugs.
