Meanwhile, the available houses had decreased from 360 to 94, a remarkable 73.9% decrease in supply. It is my assessment, that demand is far outstripping supply.

The system is far from ideal and it should definitely be changed. But the lottery is far better than the old system we used to have. It shouldn’t be the permanent solution. But as a stopgap until a better solution can be implemented, it’s not bad. Honestly they should just implement instanced housing.So long as the FC member has house-purchasing priviledges, and has been in the FC for 30 days, they can enter the lottery for a plot. So if a FC has 4 people all enter for the same plot you greatly increase your chances to win as only one of them has to win to get it for the Free Company.
