The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think. I felt the same way about Okumura's fight and mini-bosses; I liked that it pays off later if you find their weaknesses, allowing for the boss fight to run a bit faster and smoother if you took the time to find each robot's weakness.I really do.
