Coming from 1e, you can't compare bonuses from 1e to be equal to the bonuses in 2e. The numbers are alot tighter, balance alot harder and action economy is a resource. If you want to be a legendary thief, you'd probably have to be legendary in thievery with some skill feats, and that is at level 15 normally.
