I don't have the time to explain the exact details but I'm guessing you are trying this and instead altering player levels because you might not have known.To do tamed dinos, put a second LevleExperienceRampOverrides on a new line, then add levels in the same way, until you have as many levels as you need. The same happens if there is a dino with 255 points into 1 stat, but that won't happen unless the dino is really glitched or admin spawned, as normally rexes have 60-70 points into HP . they really should change this.
