I realize this can be caused by several things, however one quickly found item is that the "draft the "draft control lever" operates opposite to that stated in the shop manual. It will go UP approx 3/4 of the way and parallel with the lift cover.

Theres also a draft control lever and a speed control knob which I think acts as a flow control valve to adjust the speed in which the arms raise. sometimes the knob turns but does not actually turn the valve.

They are valves that limit oil flow out of the lift cylinder. I think most if not all 3ph's have two possible oil paths to the cylinder. One path is through the flow control valve and the other is through a ball check valve that is part of the flow-control valve assembly. Sounds like the control valve is out of adjustment and probably sticking. There are two adjustment to make, one with the lever down in draft control position and another with the lever up in position control. While the lift top is off it's best to replace the lift piston o-ring, remove and clean the control valve and check the cam pin for wear.
