Mechanic found a short in main wiring and re placed section of cable where shielding had cracked. The relays are triggered by a ground signal, there are 2 wires coming from ECM that trigger them to come on with ground. One of those may be broken and contacting body somewhere and allowing the fans to be stuck on. ….
