Though if you're looking for bargains, going for those top locations may not be a good idea. For PS4 NA the big guild traders are usually in Mournhold, Elden Root, Wayrest. Backup cities are Rawl'kha and Belkarth. As other's have said, the sweet spots where you can find the best deals are the out of the way traders.
