Eastern Shem is great, just south of Black Desert City and north of Flats Lagoon. There's a few decent places in the Border Zone but better for early game. I've never seen it rain in Black Scratch, and I've spent considerable amounts of time there. I've seen a build a well in a city mod some where a while back. You may even be able to use f-12 to build a well in the city, not sure if that works. Would also depend on if Black Scratch has any water for you to build a well on.
IIRC the markup in flats is 400%. The best place to sell is in the UC in the great desert where you can get 1200% markup. The trade off being the distance from the swamp and the fact that you need to go through shem and venge to get there. If you have skellies or hivers or acid gear you can run through the deadlands which is pretty safe.Y house in black scratch broken.
